Ka\u017ed\u00e1 kateg\u00f3ria prin\u00e1\u0161a odli\u0161n\u00e9 povinnosti pre oper\u00e1torov, dia\u013ekov\u00fdch pilotov i v\u00fdrobcov, od registr\u00e1cie a kvalifik\u00e1cie cez technick\u00e9 po\u017eiadavky dronov (CE a triedy C0\u2013C6) a\u017e po postupy hodnotenia riz\u00edk (SORA) a \u0161tandardizovan\u00e9 scen\u00e1re (STS). Nasleduj\u00face kapitoly systematicky vysvet\u013euj\u00fa pr\u00e1vny r\u00e1mec a praktick\u00e9 d\u00f4sledky jednotliv\u00fdch kateg\u00f3ri\u00ed pre prax.<\/p>\n<h2>Pr\u00e1vny r\u00e1mec a z\u00e1kladn\u00e9 princ\u00edpy<\/h2>\n<p>Jadrom \u00fapravy s\u00fa dve nariadenia: <strong>Implementa\u010dn\u00e9 nariadenie (E\u00da) 2019\/947<\/strong> o pravidl\u00e1ch a postupoch prev\u00e1dzky UAS a <strong>Delegovan\u00e9 nariadenie (E\u00da) 2019\/945<\/strong> o technick\u00fdch po\u017eiadavk\u00e1ch a triedach UAS. Spolo\u010dne definuj\u00fa kateg\u00f3rie prev\u00e1dzky, povinnosti oper\u00e1torov, po\u017eiadavky na dia\u013ekov\u00fdch pilotov, triedy C0\u2013C6 a podmienky priamej dia\u013ekovej identifik\u00e1cie (DRI\/Remote ID). V praxi je u\u017eito\u010dn\u00e9 pou\u017e\u00edva\u0165 <em>Easy Access Rules<\/em> (EASA), ktor\u00e9 konsoliduj\u00fa texty predpisov vr\u00e1tane AMC\/GM.<\/p>\n<h2>Otvoren\u00e1 kateg\u00f3ria: n\u00edzke riziko a podkateg\u00f3rie A1\/A2\/A3<\/h2>\n<p>Otvoren\u00e1 kateg\u00f3ria pokr\u00fdva v\u00e4\u010d\u0161inu rekrea\u010dn\u00fdch a \u010das\u0165 komer\u010dn\u00fdch letov s n\u00edzkym rizikom. Je rozdelen\u00e1 na podkateg\u00f3rie <strong>A1<\/strong>, <strong>A2<\/strong> a <strong>A3<\/strong>, ktor\u00e9 sa l\u00ed\u0161ia povolenou bl\u00edzkos\u0165ou k osob\u00e1m a technick\u00fdmi parametrami dronu (trieda C0\u2013C4). Od 1. janu\u00e1ra 2024 platia pln\u00e9 po\u017eiadavky vr\u00e1tane triednych ozna\u010den\u00ed a DRI pre relevantn\u00e9 triedy.<\/p>\n<ul>\n<li><strong>A1<\/strong>: lety nad osobami (nie nad zhroma\u017edeniami), typicky s dronmi C0 (&lt;250 g) alebo C1. Po\u017eadovan\u00e1 je registr\u00e1cia oper\u00e1tora a z\u00e1kladn\u00e1 pr\u00edprava pilota (A1\/A3).<\/li>\n<li><strong>A2<\/strong>: lety <em>v bl\u00edzkosti<\/em> os\u00f4b s dronmi C2, s povinnou roz\u0161\u00edrenou teoretickou sk\u00fa\u0161kou (A2) a udr\u017eiavan\u00edm minim\u00e1lnych vzdialenost\u00ed (alebo \u201en\u00edzkor\u00fdchlostn\u00e9ho re\u017eimu\u201c pod\u013ea manu\u00e1lu).<\/li>\n<li><strong>A3<\/strong>: lety <em>\u010faleko od os\u00f4b a ob\u00fdvan\u00fdch oblast\u00ed<\/em> s dronmi C2\u2013C4 alebo tzv. \u201elegacy\u201c bez triedneho ozna\u010denia; po skon\u010den\u00ed prechodn\u00fdch obdob\u00ed m\u00f4\u017eu star\u0161ie drony bez Cx lieta\u0165 len v A3 (s v\u00fdnimkou &lt;250 g).<\/li>\n<\/ul>\n<p><strong>Praktick\u00e9 d\u00f4sledky:<\/strong> (i) v\u00fdber podkateg\u00f3rie determinuje, ak\u00fd dron smiete pou\u017ei\u0165 a ak\u00e9 \u0161kolenie potrebujete; (ii) v mnoh\u00fdch pr\u00edpadoch je povinn\u00e1 priama dia\u013ekov\u00e1 identifik\u00e1cia (DRI) a geo-awareness; (iii) pre drony bez triedy (zak\u00fapen\u00e9 pred 1. 1. 2024) sa uplat\u0148uj\u00fa pr\u00edsnej\u0161ie limity (najm\u00e4 A3).<\/p>\n<h2>Technick\u00e9 triedy C0\u2013C6 a ozna\u010dovanie v\u00fdrobkov<\/h2>\n<p>Delegovan\u00e9 nariadenie (E\u00da) 2019\/945 zav\u00e1dza triedy <strong>C0 a\u017e C6<\/strong>, ktor\u00e9 ur\u010duj\u00fa technick\u00e9 funkcie (napr. hmotnostn\u00e9 limity, DRI, geo-awareness, maxim\u00e1lne r\u00fdchlosti \u010di \u201en\u00edzkor\u00fdchlostn\u00fd re\u017eim\u201c) a t\u00fdm aj pou\u017eite\u013enos\u0165 dronu v podkateg\u00f3ri\u00e1ch A1\u2013A3 alebo v STS. Spr\u00e1vne <em>class identification labels<\/em> (CIL) s\u00fa k\u013e\u00fa\u010dov\u00e9 pre leg\u00e1lne zaradenie do re\u017eimu; od roku 2024 sa d\u00f4razne vy\u017eaduje triedne ozna\u010denie pre otvoren\u00fa kateg\u00f3riu a triedy C5\/C6 pre STS.<\/p>\n<h2>Registr\u00e1cia oper\u00e1tora a sp\u00f4sobilos\u0165 dia\u013ekov\u00e9ho pilota<\/h2>\n<p>V otvorenej kateg\u00f3rii sa oper\u00e1tor UAS registruje v \u0161t\u00e1te svojho pobytu\/s\u00eddla. Dia\u013ekov\u00fd pilot v A1\/A3 absolvuje online v\u00fdcvik a test; pre A2 je povinn\u00e1 roz\u0161\u00edren\u00e1 sk\u00fa\u0161ka. Certifik\u00e1ty sp\u00f4sobilosti v otvorenej kateg\u00f3rii spravidla platia 5 rokov a s\u00fa uzn\u00e1van\u00e9 naprie\u010d \u010dlensk\u00fdmi \u0161t\u00e1tmi (vz\u00e1jomn\u00e9 uznanie).<\/p>\n<h2>\u0160pecifick\u00e1 kateg\u00f3ria: stredn\u00e9 riziko a tri \u201ecesty\u201c (STS, PDRA, SORA)<\/h2>\n<p>\u0160pecifick\u00e1 kateg\u00f3ria pokr\u00fdva oper\u00e1cie mimo rozsahu otvorenej kateg\u00f3rie, no nevy\u017eaduj\u00face re\u017eim certifikovanej kateg\u00f3rie. Oper\u00e1tor vol\u00ed z troch hlavn\u00fdch ciest:<\/p>\n<ol>\n<li><strong>\u0160tandardn\u00e9 scen\u00e1re (STS-01\/STS-02)<\/strong> \u2013 deklarat\u00edvny re\u017eim (bez individu\u00e1lneho autorizovania), ale za cenu pr\u00edsne definovan\u00fdch podmienok. STS <em>vy\u017eaduj\u00fa<\/em> drony s triedou <strong>C5<\/strong> (STS-01) resp. <strong>C6<\/strong> (STS-02).<\/li>\n<li><strong>Predefined Risk Assessment (PDRA)<\/strong> \u2013 EASA zverej\u0148uje vopred definovan\u00e9 hodnotenia riz\u00edk (napr. PDRA-S01\/S02 funk\u010dne podobn\u00e9 STS, ale bez nutnosti C5\/C6), na z\u00e1klade ktor\u00fdch \u017eiadate o <em>operational authorisation<\/em>.<\/li>\n<li><strong>Individu\u00e1lna SORA (Specific Operations Risk Assessment)<\/strong> \u2013 pln\u00e1 metodika JARUS\/EASA, ktor\u00fa od jesene 2025 EASA aktualizovala na verziu <em>SORA 2.5<\/em> (implementovan\u00fa do AMC\/GM). T\u00e1 prin\u00e1\u0161a spresnenia mitig\u00e1ci\u00ed a dokumenta\u010dn\u00fdch n\u00e1rokov; prebiehaj\u00fa prechodn\u00e9 mechanizmy v \u010dlensk\u00fdch \u0161t\u00e1toch.<\/li>\n<\/ol>\n<p><strong>Praktick\u00e9 d\u00f4sledky:<\/strong> (i) s triedami C5\/C6 je STS r\u00fdchla cesta (len deklar\u00e1cia), (ii) bez C5\/C6 zvy\u010dajne vyu\u017eijete PDRA-S01\/S02 alebo pln\u00fa SORA, (iii) aktualiz\u00e1cia na SORA 2.5 znamen\u00e1 rev\u00edziu va\u0161ich \u0161abl\u00f3n (ConOps, mitig\u00e1cie, OM).<\/p>\n<h2>LUC (Light UAS Operator Certificate): samopovo\u013eovanie vyspel\u00fdch oper\u00e1torov<\/h2>\n<p><strong>LUC<\/strong> je volite\u013en\u00e9 organiza\u010dn\u00e9 opr\u00e1vnenie pre sk\u00fasen\u00fdch oper\u00e1torov v \u0161pecifickej kateg\u00f3rii. Po preuk\u00e1zan\u00ed syst\u00e9mov riadenia bezpe\u010dnosti a kompetenci\u00ed m\u00f4\u017ee dr\u017eite\u013e z\u00edska\u0165 privilegium <em>samopovo\u013eova\u0165<\/em> ur\u010dit\u00e9 oper\u00e1cie bez predch\u00e1dzaj\u00facej autoriz\u00e1cie \u00faradu. Po\u017eiadavky na LUC s\u00fa v \u010casti C nariadenia 2019\/947; dr\u017eite\u013e LUC je z\u00e1rove\u0148 pova\u017eovan\u00fd za registrovan\u00e9ho oper\u00e1tora.<\/p>\n<h2>Certifikovan\u00e1 kateg\u00f3ria: najvy\u0161\u0161ie riziko a \u201etakmer ako pilotovan\u00e9 lietanie\u201c<\/h2>\n<p>Certifikovan\u00e1 kateg\u00f3ria je ur\u010den\u00e1 pre oper\u00e1cie s najvy\u0161\u0161\u00edm rizikom (napr. preprava os\u00f4b \u2013 bud\u00face <em>air taxi<\/em> \u2013, nebezpe\u010dn\u00fd n\u00e1klad, lety nad zhroma\u017edeniami os\u00f4b s vysok\u00fdmi SAIL). Vy\u017eaduje sa certifik\u00e1cia UAS (EASA), prev\u00e1dzkovate\u013ea a v niektor\u00fdch pr\u00edpadoch aj licencovanie pilota; pr\u00edstup a \u00farove\u0148 bezpe\u010dnosti s\u00fa bl\u00edzke pilotovan\u00e9mu letectvu. Regula\u010dn\u00fd r\u00e1mec sa priebe\u017ene spres\u0148uje a nadv\u00e4zuje aj na \u00fapravy po\u010diato\u010dnej letovej sp\u00f4sobilosti UAS.<\/p>\n<h2>Vplyv term\u00ednov 2024\u20132025: koniec prechodov a harmoniz\u00e1cia<\/h2>\n<p>Od <strong>1. janu\u00e1ra 2024<\/strong> skon\u010dili k\u013e\u00fa\u010dov\u00e9 prechodn\u00e9 re\u017eimy v otvorenej kateg\u00f3rii; triedne ozna\u010denie a priama dia\u013ekov\u00e1 identifik\u00e1cia vst\u00fapili do plnej \u00fa\u010dinnosti pod\u013ea 2019\/945 (s v\u00fdnimkami pre &lt;250 g a vybran\u00e9 legacy pr\u00edpady v A3). V \u0161pecifickej kateg\u00f3rii prech\u00e1dzaj\u00fa \u010dlensk\u00e9 \u0161t\u00e1ty na jednotn\u00e9 eur\u00f3pske STS a SORA 2.5; niektor\u00e9 n\u00e1rodn\u00e9 deklar\u00e1cie (napr. STS-ES) maj\u00fa obmedzen\u00fa dobehov\u00fa platnos\u0165 do konca 2025.<\/p>\n<h2>\u010co to znamen\u00e1 v praxi pre oper\u00e1tora<\/h2>\n<ul>\n<li><strong>V\u00fdber kateg\u00f3rie pod\u013ea rizika a scen\u00e1ra<\/strong>: jednoduch\u00e9 sn\u00edmkovanie v exteri\u00e9ri \u010dasto spad\u00e1 do A1\/A3; pr\u00e1cu v zastavanom \u00fazem\u00ed alebo s BVLOS zv\u00e1\u017ete cez STS, PDRA alebo SORA.<\/li>\n<li><strong>V\u00fdber a n\u00e1kup dronu<\/strong>: pre otvoren\u00fa kateg\u00f3riu preferujte drony s jasn\u00fdm C0\u2013C4 \u0161t\u00edtkom a E\u00da deklar\u00e1ciou zhody; pre STS sledujte dostupnos\u0165 platn\u00fdch C5\/C6 platforiem alebo pou\u017eite PDRA ako premostenie.<\/li>\n<li><strong>DRI a geo-awareness<\/strong>: overte implement\u00e1ciu DRI a geovedomia pod\u013ea triedy; pri legacy platform\u00e1ch zv\u00e1\u017ete dodato\u010dn\u00fd DRI modul.<\/li>\n<li><strong>\u0160kolenie a udr\u017eiavanie kvalifik\u00e1cie<\/strong>: pl\u00e1nujte revalid\u00e1ciu certifik\u00e1tov (5 rokov v open\/STS) a pripravte \u0161pecifick\u00e9 \u0161kolenia pre SORA\/PDRA; uzn\u00e1vanie medzi \u0161t\u00e1tmi zni\u017euje duplicitu.<\/li>\n<li><strong>Dokument\u00e1cia a procesy<\/strong>: aj v STS mus\u00edte ma\u0165 vyhl\u00e1senie oper\u00e1ci\u00ed, pr\u00edru\u010dku a postupy; pri PDRA\/SORA o\u010dak\u00e1vajte \u00fapln\u00fd ConOps, anal\u00fdzu riz\u00edk a d\u00f4kazy mitig\u00e1ci\u00ed (strategick\u00e9\/taktick\u00e9).<\/li>\n<li><strong>LUC ako invest\u00edcia<\/strong>: pre flotily a opakovan\u00e9 misie zv\u00e1\u017ete LUC, ktor\u00e9 skracuje lead time povolen\u00ed a zvy\u0161uje auton\u00f3miu pl\u00e1novania.<\/li>\n<\/ul>\n<h2>\u0160pecifik\u00e1 a hrani\u010dn\u00e9 situ\u00e1cie<\/h2>\n<ul>\n<li><strong>Oper\u00e1cie nad zhroma\u017edeniami os\u00f4b<\/strong>: otvoren\u00e1 kateg\u00f3ria to neumo\u017e\u0148uje; smeruje to do \u0161pecifickej\/certifikovanej kateg\u00f3rie s v\u00fdrazne pr\u00edsnej\u0161\u00edmi podmienkami.<\/li>\n<li><strong>BVLOS<\/strong>: typicky vy\u017eaduje \u0161pecifick\u00fa kateg\u00f3riu (STS-02 alebo PDRA\/SORA) a komunika\u010dn\u00e9\/pozorovacie mitig\u00e1cie pod\u013ea \u00farovne rizika.<\/li>\n<li><strong>\u201eStar\u0161ie\u201c (legacy) drony bez Cx<\/strong>: po roku 2024 obvykle len re\u017eim A3; komer\u010dn\u00e9 lety v meste s nimi vy\u017eaduj\u00fa \u0161pecifick\u00fa kateg\u00f3riu a autoriz\u00e1ciu.<\/li>\n<li><strong>N\u00e1rodn\u00e9 prechody<\/strong>: historick\u00e9 n\u00e1rodn\u00e9 STS mohli dobieha\u0165 do konca 2025; nov\u00e9 deklar\u00e1cie sa spravidla riadia u\u017e eur\u00f3pskymi STS. Sledujte pokyny v\u00e1\u0161ho \u00faradu civiln\u00e9ho letectva.<\/li>\n<\/ul>\n<h2>D\u00f4sledky pre v\u00fdrobcov a integr\u00e1torov<\/h2>\n<p>V\u00fdrobcovia musia zabezpe\u010di\u0165 s\u00falad s 2019\/945, spr\u00e1vne triedne ozna\u010denie (C0\u2013C6), CE, prilo\u017een\u00fa E\u00da deklar\u00e1ciu zhody (s <em>serial number<\/em>) a implement\u00e1ciu DRI pre triedy, kde je povinn\u00e9. Integr\u00e1tori\/predajcovia v E\u00da nes\u00fa zodpovednos\u0165 za to, aby koncov\u00fdm z\u00e1kazn\u00edkom pon\u00fakali produkty s platn\u00fdm triednym ozna\u010den\u00edm pre avizovan\u00e9 pou\u017eitie (open\/STS).<\/p>\n<h2>Bezpe\u010dnostn\u00e9 a prev\u00e1dzkov\u00e9 minimum naprie\u010d kateg\u00f3riami<\/h2>\n<ul>\n<li>Maxim\u00e1lna v\u00fd\u0161ka v otvorenej kateg\u00f3rii je spravidla 120 m AGL (ak miestny AIP\/NOTAM\/U-space neustanov\u00ed inak).<\/li>\n<li>V\u017edy re\u0161pektujte geo-fencing\/geo-awareness, no pr\u00e1vne z\u00e1v\u00e4zn\u00e9 s\u00fa publikovan\u00e9 obmedzenia v leteck\u00fdch inform\u00e1ci\u00e1ch v\u00e1\u0161ho \u0161t\u00e1tu.<\/li>\n<li>Poistn\u00e9 krytie zodpovednosti, ochrana osobn\u00fdch \u00fadajov a individu\u00e1lne pravidl\u00e1 prev\u00e1dzkovate\u013eov infra\u0161trukt\u00far (letisk\u00e1, pr\u00edstavy, priemyseln\u00e9 are\u00e1ly) ost\u00e1vaj\u00fa mimo leteck\u00fdch predpisov, ale s\u00fa prakticky rozhoduj\u00face.<\/li>\n<\/ul>\n<h2>Odpor\u00fa\u010dan\u00fd postup v\u00fdberu \u201ecesty\u201c pre misiu<\/h2>\n<ol>\n<li><strong>Definujte kontext<\/strong> (miesto, bl\u00edzkos\u0165 os\u00f4b, hustota z\u00e1stavby, v\u00fd\u0161ka, VLOS\/BVLOS, dynamick\u00e9 obmedzenia, d\u00e1tov\u00e9 odkazy).<\/li>\n<li><strong>Sk\u00faste A1\/A2\/A3<\/strong> \u2013 ak kontext vyhovuje, investujte do dronu s pr\u00edslu\u0161nou triedou (C0\u2013C2) a do \u0161kolen\u00ed.<\/li>\n<li><strong>Ak nesta\u010d\u00ed open<\/strong> \u2013 zhodno\u0165te <em>STS<\/em> (ak m\u00e1te\/pl\u00e1nujete C5\/C6) vs. <em>PDRA<\/em> (ak platforma nie je C5\/C6), pr\u00edpadne pln\u00fa <em>SORA<\/em> pre ne\u0161tandardn\u00e9 misie.<\/li>\n<li><strong>Pre opakovan\u00e9 a r\u00f4znorod\u00e9 misie<\/strong> \u2013 zva\u017eujte LUC pre skr\u00e1tenie cyklov schva\u013eovania.<\/li>\n<\/ol>\n<p>Rozdelenie na otvoren\u00fa, \u0161pecifick\u00fa a certifikovan\u00fa kateg\u00f3riu umo\u017e\u0148uje pru\u017ene \u0161k\u00e1lova\u0165 bezpe\u010dnostn\u00e9 po\u017eiadavky pod\u013ea rizika. Praktick\u00fd dopad pre oper\u00e1tora spo\u010d\u00edva v spr\u00e1vnej vo\u013ebe cesty (A1\/A2\/A3 vs. STS\/PDRA\/SORA), v technickej zhode platformy (C0\u2013C6, DRI) a v udr\u017eanom <em>compliance<\/em> s aktu\u00e1lnymi AMC\/GM (SORA 2.5).
