Cie\u013eom \u010dl\u00e1nku je poskytn\u00fa\u0165 systematick\u00fd postup, ako navrhn\u00fa\u0165 a udr\u017eiava\u0165 <em>Safety Management System (SMS)<\/em> pre UAV s d\u00f4razom na checklisty, tr\u00e9ningy a <em>incident reporting<\/em>, a z\u00e1rove\u0148 zos\u00faladi\u0165 BOZP s pr\u00e1vnymi a normat\u00edvnymi po\u017eiadavkami.<\/p>\n<h2>R\u00e1mec regul\u00e1ci\u00ed a noriem: prepojenie BOZP, leteckej bezpe\u010dnosti a compliance<\/h2>\n<p>BOZP v letov\u00fdch oper\u00e1ci\u00e1ch je prierezom legislat\u00edvy BOZP, v\u0161eobecn\u00fdch leteck\u00fdch predpisov a intern\u00fdch \u0161tandardov organiz\u00e1cie. K\u013e\u00fa\u010dov\u00e9 oblasti:<\/p>\n<ul>\n<li><strong>Kategoriz\u00e1cia oper\u00e1ci\u00ed UAV:<\/strong> otvoren\u00e1, \u0161pecifick\u00e1, certifikovan\u00e1; \u00farove\u0148 rizika a povinnosti sa l\u00ed\u0161ia pod\u013ea scen\u00e1ra misie.<\/li>\n<li><strong>Bezpe\u010dnostn\u00e9 ciele:<\/strong> nulov\u00e1 tolerancia vo\u010di \u0165a\u017ek\u00fdm \u00farazom a fat\u00e1lnym udalostiam, minimaliz\u00e1cia incidentov s tret\u00edmi stranami, ochrana kritickej infra\u0161trukt\u00fary.<\/li>\n<li><strong>Normat\u00edvne opory:<\/strong> intern\u00e9 prev\u00e1dzkov\u00e9 pr\u00edru\u010dky (Operations Manual), posudzovanie riz\u00edk (napr. metodiky podobn\u00e9 SORA), postupy \u00fadr\u017eby a kalibr\u00e1ci\u00ed, pravidl\u00e1 pou\u017e\u00edvania osobn\u00fdch ochrann\u00fdch pracovn\u00fdch prostriedkov (OOPP).<\/li>\n<\/ul>\n<p>BOZP mus\u00ed by\u0165 integrovan\u00e9 do celej prev\u00e1dzkovej \u0161trukt\u00fary \u2013 od pl\u00e1novania misie cez riadenie pilotov\/oper\u00e1torov a\u017e po spr\u00e1vu d\u00e1t a zariaden\u00ed.<\/p>\n<h2>Role a zodpovednosti: kto za \u010do zodpoved\u00e1<\/h2>\n<ul>\n<li><strong>Accountable Manager (AM):<\/strong> nesie kone\u010dn\u00fa zodpovednos\u0165 za bezpe\u010dnos\u0165, schva\u013euje politiku bezpe\u010dnosti a zdroje.<\/li>\n<li><strong>Safety Manager:<\/strong> vlastn\u00ed SMS, vedie anal\u00fdzu riz\u00edk, incident reporting, korekcie a prevenciu, dohliada na tr\u00e9ningov\u00fd program.<\/li>\n<li><strong>UAS Operations Lead (Chief Pilot):<\/strong> zodpoved\u00e1 za letov\u00e9 \u0161tandardy, valid\u00e1ciu checklistov a kontrolu sp\u00f4sobilosti pilotov.<\/li>\n<li><strong>Piloti\/oper\u00e1tori a pozemn\u00e1 obsluha:<\/strong> vykon\u00e1vaj\u00fa predletov\u00e9 a poletov\u00e9 kontroly, pou\u017e\u00edvaj\u00fa OOPP, hl\u00e1sia nebezpe\u010denstv\u00e1 a incidenty.<\/li>\n<li><strong>\u00dadr\u017eba\/technici:<\/strong> zabezpe\u010duj\u00fa konfigur\u00e1ciu, z\u00e1znamy o stave bat\u00e9ri\u00ed, z\u00e1znamy o oprav\u00e1ch a kalibr\u00e1ci\u00e1ch senzorov.<\/li>\n<\/ul>\n<h2>Identifik\u00e1cia nebezpe\u010denstiev a hodnotenie riz\u00edk (HAZID &amp; HIRA)<\/h2>\n<p>S\u00fa\u010das\u0165ou BOZP je cyklick\u00fd proces <em>HAZID<\/em> (hazard identification) a <em>HIRA<\/em> (hazard identification and risk assessment). Kroky:<\/p>\n<ol>\n<li><strong>Katal\u00f3g hrozieb:<\/strong> zlyhanie pohonu, strata spojenia C2, nepredv\u00eddan\u00e9 po\u010dasie, kol\u00edzie v priestore, ru\u0161enie GNSS\/RF, zlyhanie bat\u00e9rie, z\u00e1sah tret\u00edch os\u00f4b, elektrostatika, po\u017eiar Li-ion, ergonomick\u00e9 rizik\u00e1 pri manipul\u00e1cii.<\/li>\n<li><strong>Anal\u00fdza pravdepodobnosti a n\u00e1sledkov:<\/strong> kvalitat\u00edvne (n\u00edzka\/stredn\u00e1\/vysok\u00e1) alebo semi-kvantitat\u00edvne (mrie\u017eka riz\u00edk).<\/li>\n<li><strong>Stanovenie mitig\u00e1ci\u00ed:<\/strong> geo-awareness, ohrani\u010denie prev\u00e1dzky (geofencing), redundancia, predletov\u00e9 testy, tr\u00e9ning reakci\u00ed, bezpe\u010dn\u00e9 koridory vzletu\/prist\u00e1tia, havarijn\u00e9 plochy, vzdialenosti od \u013eud\u00ed\/objektov.<\/li>\n<li><strong>Akcepta\u010dn\u00e9 krit\u00e9ri\u00e1:<\/strong> rezidu\u00e1lne riziko mus\u00ed sp\u013a\u0148a\u0165 intern\u00e9 prahy organiz\u00e1cie (ALARP \u2013 as low as reasonably practicable).<\/li>\n<\/ol>\n<h2>Check-listy: navrhnutie, pou\u017e\u00edvanie a evidencia<\/h2>\n<p>Checklisty s\u00fa jadrom opera\u010dnej discipl\u00edny. K\u013e\u00fa\u010dov\u00e9 scen\u00e1re:<\/p>\n<ul>\n<li><strong>Strata spojenia C2:<\/strong> prechod na auton\u00f3mny RTH\/loiter; overenie, \u010di je vzdu\u0161n\u00fd priestor nad prist\u00e1vacou z\u00f3nou \u201esteriln\u00fd\u201c; pr\u00edprava na manu\u00e1lne prevzatie pri fin\u00e1le.<\/li>\n<li><strong>Runaway\/nekontrolovan\u00fd let:<\/strong> aktivova\u0165 \u201ekill switch\u201c\/motor cut iba ak nehroz\u00ed riziko p\u00e1du na tretie osoby; preferova\u0165 \u201econtrolled ditching\u201c do bezpe\u010dn\u00e9ho sektora.<\/li>\n<li><strong>Po\u017eiar\/tepeln\u00fd \u00fanik bat\u00e9rie:<\/strong> evaku\u00e1cia, such\u00fd piesok\/\u0161peci\u00e1lne hasiace m\u00e9di\u00e1 pre Li-ion, karant\u00e9na bat\u00e9rie v kovovej n\u00e1dobe, n\u00e1sledn\u00e1 investig\u00e1cia.<\/li>\n<li><strong>Naru\u0161enie perimetra osobami alebo zvieratami:<\/strong> okam\u017eit\u00e9 st\u00fapanie\/odklon, preru\u0161enie misie, PM o\u010distenie perimetra, op\u00e4tovn\u00e9 spustenie po kontrole.<\/li>\n<\/ul>\n<h2>Tr\u00e9ning a kvalifik\u00e1cia: od \u00favodn\u00e9ho v\u00fdcviku po rekvalifik\u00e1ciu<\/h2>\n<p>Program vzdel\u00e1vania m\u00e1 tri vrstvy: <em>\u00favodn\u00e1 kvalifik\u00e1cia<\/em>, <em>typov\u00e1 konverzia<\/em> (pod\u013ea platformy a \u00falohy) a <em>periodick\u00e9 osvie\u017eenie<\/em> (<em>recurrent<\/em>).
