Len\u017ee objekt, o ktorom prem\u00fd\u0161\u013eame je v\u00e4\u010d\u0161inou ve\u013emi zlo\u017eit\u00fd a &#8222;ve\u013ek\u00fd&#8220; na to, aby sa vo\u0161iel do mysle. Preto si z neho vezmeme len ur\u010dit\u00e9 \u010dasti, vytvor\u00edme si jeho model, zjednodu\u0161enie. Pracujeme s t\u00fdmto modelom a prem\u00fd\u0161\u013eame o tom, ako sa spr\u00e1va, \u010do rob\u00ed, simulujeme jeho \u010dinnos\u0165. Existuj\u00fa r\u00f4zne sp\u00f4soby vytv\u00e1ranie ment\u00e1lnych modelov a simulovanie, ich \u010dinnost\u00ed, ktor\u00e9 sa \u010dasto navz\u00e1jom prel\u00ednaj\u00fa.<\/p>\n<h2>\u010co sa sna\u017e\u00edme robi\u0165, ke\u010f mysl\u00edme syst\u00e9movo<\/h2>\n<h3>Vytv\u00e1ranie modelov<\/h3>\n<p>Pri vytv\u00e1ran\u00ed modelu je d\u00f4le\u017eit\u00e9 si uvedomi\u0165, o akom syst\u00e9me prem\u00fd\u0161\u013eame a pre\u010do sa mu zrovna venujeme, \u010do sa o \u0148om sna\u017e\u00edme zisti\u0165. Na za\u010diatku sa pozer\u00e1me na syst\u00e9m takpovediac zvrchu, ako ke\u010f h\u013ead\u00edte na krajinu pred sebou z vysokej hory. Nerozober\u00e1te syst\u00e9m do najmen\u0161\u00edch podrobnost\u00ed, ale sledujete jeho jednotliv\u00e9 zlo\u017eky (stromy, zvierat\u00e1, pracovn\u00edkov, \u017eiakov, banky&#8230;), ich vz\u0165ahy a pr\u00fadenie tokov (inform\u00e1ci\u00ed, vody, \u017eiv\u00edn, pe\u0148az\u00ed) v syst\u00e9me. Nezab\u00fadame na to, \u017ee existencia syst\u00e9mu je \u010dasto aj pr\u00ed\u010dinou toho, \u010do sa s n\u00edm a v \u0148om deje. Syst\u00e9m pova\u017eujeme za dynamick\u00fd, meniaci sa v \u010dase, nesklad\u00e1 sa len z mno\u017einy nejak\u00fdch v\u00fdnimo\u010dn\u00fdch bodov, ako s\u00fa napr\u00edklad d\u00f4le\u017eit\u00e9 historick\u00e9 udalosti, ale aj z mali\u010dkost\u00ed, \u010do k nim viedli. Vpl\u00fdva aj na bezpe\u010dnos\u0165 prev\u00e1dzky ako aj na vonkaj\u0161iu bezpe\u010dnos\u0165 organiz\u00e1cie (podniku). Okolie je teda zdrojom neur\u010ditosti, nejasnosti, mana\u017ement m\u00e1 preto obmedzen\u00e9 mo\u017enosti pri z\u00edskavan\u00ed potrebn\u00fdch inform\u00e1ci\u00ed na anal\u00fdzy a na prijatie t\u00fdch najlep\u0161\u00edch z\u00e1verov a rozhodnut\u00ed.<\/p>\n<h2>Typy neur\u010ditosti a ich d\u00f4sledky na rozhodovacie procesy<\/h2>\n<p>Z h\u013eadiska potrieb mana\u017ementu vy\u0161\u0161ie uveden\u00e9 charakteristiky prostredia ovplyv\u0148uj\u00fa najm\u00e4 kvalitu anal\u00fdzy prostredia, neumo\u017e\u0148uj\u00fa presne vymedzi\u0165 faktory vypl\u00fdvaj\u00face na stanoven\u00e9 ciele, n\u00fatia mana\u017e\u00e9rov, aby predpokladali zmeny. Pri\u010dom za riziko (v podnikan\u00ed) sa naj\u010dastej\u0161ie pova\u017euje neistota vplyvu faktorov prostredia na fungovanie organiz\u00e1cie, na plnenie jej cie\u013eov. T.j. riziko znamen\u00e1 mo\u017enos\u0165 odch\u00fdlky od predpokladan\u00e9ho cie\u013eov\u00e9ho stavu, a to negat\u00edvnej \u2013 potom m\u00e1 povahu ohrozenia, alebo pozit\u00edvnej, potom predstavuje vyu\u017eitie pr\u00edle\u017eitosti, \u0161ance. V niektor\u00fdch pr\u00edpadoch sa za riziko pova\u017euje iba t\u00e1 negat\u00edvna str\u00e1nka neistoty, teda riziko ako pravdepodobnos\u0165 vzniku<br \/>\nne\u017eiaducej udalosti a jej negat\u00edvnych n\u00e1sledkov. Pri tom je treba ma\u0165 na zreteli, \u017ee predpokladom situ\u00e1cie rizika je existencia subjektu (organiz\u00e1cie), ktorej cie\u013e m\u00f4\u017ee by\u0165 ohrozen\u00fd, a faktora, ktor\u00fd vo\u010di tejto organiz\u00e1cii vystupuje ako zdroj mo\u017en\u00e9ho ohrozenia, ako hrozba. Ve\u013ekos\u0165 mo\u017en\u00e9ho ohrozenia (miera rizika) nie je dan\u00e1 iba existenciou \u010di ve\u013ekos\u0165ou hrozby, ale aj zranite\u013enos\u0165ou organiz\u00e1cie, jej slab\u00fdmi str\u00e1nkami a rozsahom (hodnotou) mo\u017enej \u0161kody.<\/p>\n<h3>Vn\u00edmanie rizika<\/h3>\n<p>Riziko je teda mo\u017en\u00e9 vn\u00edma\u0165 z dvoch h\u013ead\u00edsk:<\/p>\n<ul>\n<li>ako riziko spojen\u00e9 <em>s existenciou vonkaj\u0161ej hrozby, <\/em>ako ohrozenie (strata z\u00e1kazn\u00edkov, zosil\u0148uj\u00faci vplyv konkurencie, nepredv\u00eddate\u013en\u00fd rast cien energie, ale aj hrozba pr\u00edrodn\u00fdch katastr\u00f4f, terorizmu, vojny), ako riziko vypl\u00fdvaj\u00face z nedostato\u010dnej pripravenosti, z ch\u00fdbaj\u00facich alebo m\u00e1lo \u00fa\u010dinn\u00fdch opatren\u00ed na zn\u00ed\u017eenie zranite\u013enosti, na vyl\u00fa\u010den\u00ed \u010di obmedzen\u00ed vplyvu nepriazniv\u00fdch udalost\u00ed,<\/li>\n<li>ako riziko spojen\u00e9 <em>s vlastnou \u010dinnos\u0165ou<\/em>, ako d\u00f4sledok nebezpe\u010dnej (rizikovej) \u010dinnosti (dopravn\u00e9 katastrofy, technologick\u00e9 hav\u00e1rie, \u00fanik nebezpe\u010dn\u00fdch l\u00e1tok, po\u0161kodzovanie \u017eivotn\u00e9ho prostredia, gamblerstvo a pod.), ako d\u00f4sledok chybn\u00fdch rozhodnut\u00ed, a koniec koncov aj riziko vypl\u00fdvaj\u00face z d\u00f4sledkov ne\u010dinnosti v situ\u00e1cii, ke\u010f bolo treba kona\u0165.<\/li>\n<\/ul>\n<p>Pri posudzovan\u00ed miery rizika potom zva\u017eujeme jednak <em>pravdepodobnos\u0165 vzniku <\/em>ne\u017eiaducej udalosti a okrem toho aj <em>predpokladan\u00fa v\u00fd\u0161ku \u0161kody<\/em>. Bolo by zbyto\u010dn\u00e9 vynaklada\u0165 ve\u013ek\u00e9 mno\u017estvo pe\u0148az\u00ed na obmedzenie vplyvu tak\u00fdch udalost\u00ed, ktor\u00fdch \u0161kodliv\u00e9 d\u00f4sledky s\u00fa nepatrn\u00e9. Pri posudzovan\u00ed krit\u00e9ri\u00ed pre mieru prijate\u013enosti rizika by na prvom mieste v\u017edy mali by\u0165 \u017eivoty a zdravie \u013eud\u00ed, nasledovan\u00e9 podmienkami na zachovanie \u017eivotn\u00e9ho prostredia.<br \/>\nVy\u0161\u0161ie uveden\u00e9 pr\u00edpady vyjadruj\u00fa objekt\u00edvnu str\u00e1nku rizika \u2013 tou je existencia zdroja rizika, v prvom pr\u00edpade to je vonkaj\u0161ie hrozba, v druhom vlastn\u00e1 \u010dinnos\u0165, v mnoh\u00fdch pr\u00edpadoch spojen\u00e1 s pripravenos\u0165ou reagova\u0165 na vonkaj\u0161ie hrozby. Re\u00e1lna reakcia organiz\u00e1cie na faktory rizika v\u0161ak odr\u00e1\u017ea aj jeho subjekt\u00edvnu str\u00e1nku, jeho vn\u00edmanie mana\u017ementom. A pr\u00e1ve toto subjekt\u00edvne vn\u00edmanie a hodnotenie zdrojov ohrozenia naj\u010dastej\u0161ie ovplyv\u0148uje, \u010di to ktor\u00e9 rozhodnutie (resp. protirizikov\u00e9 opatrenie) bude spr\u00e1vne a dosta\u010duj\u00face.<br \/>\nRizik\u00e1 sa m\u00f4\u017eu \u010dleni\u0165 pod\u013ea r\u00f4znych krit\u00e9ri\u00ed, napr. sa rozli\u0161uj\u00fa podnikate\u013esk\u00e9 rizik\u00e1 (\u0161pekulat\u00edvne, priamo vypl\u00fdvaj\u00face z podnikate\u013eskej \u010dinnosti) a \u010dist\u00e9 rizik\u00e1 (rizik\u00e1 vzniku \u0161k\u00f4d \u017eivelnou pohromou, technologickou hav\u00e1riou, \u00famyseln\u00fdm a ne\u00famyseln\u00fdm \u013eudsk\u00fdm z\u00e1sahom (sabot\u00e1\u017e, teroristick\u00fd \u010din, vojna a pod.)<\/p>\n<h3>Protirizikov\u00e9 opatrenia<\/h3>\n<p>Organiz\u00e1cia vedom\u00e1 si mo\u017en\u00fdch riz\u00edk m\u00e1 snahu pozna\u0165, identifikova\u0165 pr\u00ed\u010diny mo\u017en\u00fdch negat\u00edvnych javov a vhodn\u00fdmi opatreniami im pred\u00eds\u0165, zabr\u00e1ni\u0165 ich vzniku, obmedzi\u0165 \u010di eliminova\u0165 ich vplyv, pr\u00edpadne zn\u00ed\u017ei\u0165 ich d\u00f4sledky.
