V cie\u013eovom mieste mus\u00ed existova\u0165 jasn\u00e1 koncepcia kvality \u2013 syst\u00e9m mana\u017e\u00e9rstva kvality. Kvalita cie\u013eov\u00fdch miest v cestovnom ruchu z roka na rok narast\u00e1 priamo \u00famerne s po\u017eiadavkami \u00fa\u010dastn\u00edkov cestovn\u00e9ho ruchu. Syst\u00e9m mana\u017e\u00e9rstva kvality sa uplat\u0148uje v cestovnom ruchu v r\u00e1mci skvalitnenia cie\u013eov\u00fdch miest.<br \/>\nSyst\u00e9mom mana\u017e\u00e9rstva kvality sa rozumie syst\u00e9m na stanovenie politiky, kvality, cie\u013eov kvality a na dosahovanie t\u00fdchto cie\u013eov ( STN EN ISO 9000:2001). V cestovnom ruchu sa uplat\u0148uj\u00fa tri koncepcie kvality:<\/p>\n<ol>\n<li>\u0160tandardy vybavenosti a slu\u017eieb<\/li>\n<li>Koncepcia pod\u013ea noriem ISO radu 9000<\/li>\n<li>Komplexn\u00e9 mana\u017e\u00e9rstvo kvality (TQM)<\/li>\n<\/ol>\n<p>Tieto koncepcie sa ozna\u010duj\u00fa aj ako \u00farovne mana\u017e\u00e9rstva kvality, preto\u017ee v\u00e4\u010d\u0161inou podniky a cie\u013eov\u00e9 miesta prech\u00e1dzaj\u00fa od jednoduch\u0161ej koncepcie k zlo\u017eitej\u0161ej, t.j. od \u0161tandardov cez normy ISO ku komplexn\u00e9mu mana\u017e\u00e9rstvu kvality.<br \/>\n\u0160tandardom sa rozumie predstava, ako m\u00e1 ur\u010dit\u00e1 vec vyzera\u0165, \u010do m\u00e1 obsahova\u0165, resp. stanovanie po\u017eiadaviek na produkt alebo slu\u017ebu. V cestovnom ruchu rozozn\u00e1vame medzin\u00e1rodn\u00e9, n\u00e1rodn\u00e9, region\u00e1lne, miestne a podnikov\u00e9 \u0161tandardy. Medzin\u00e1rodn\u00e9 a n\u00e1rodn\u00e9 maj\u00fa ekonomick\u00e9 a spolo\u010densk\u00e9 opodstatnenie. Zabezpe\u010duj\u00fa ochranu spotrebite\u013ea a usmernenie podnikate\u013eov v cestovnom ruchu. Maj\u00fa podobu kategoriz\u00e1ci\u00ed, ktor\u00e9 klasifikuj\u00fa cie\u013eov\u00e9 miesta do skup\u00edn na z\u00e1klade ur\u010dit\u00fdch krit\u00e9ri\u00ed alebo legislat\u00edvnych noriem. Podnikov\u00e9 \u0161tandardy s\u00fa podrobne rozpracovan\u00e9 a zv\u00e4\u010d\u0161a nestanovuj\u00fa len po\u017eiadavky na produkt, ale aj na procesy, ktor\u00e9 prebiehaj\u00fa v organiz\u00e1cii. S\u00fa prepracovan\u00e9 hlavne v podnikoch cestovn\u00e9ho ruchu, patriacich do nadn\u00e1rodn\u00fdch a n\u00e1rodn\u00fdch spolo\u010dnost\u00ed.<br \/>\nV s\u00fa\u010dasnosti sa st\u00e1le viac hovor\u00ed o potrebe zav\u00e1dzania syst\u00e9mov mana\u017e\u00e9rstva kvality v cestovnom ruchu na z\u00e1klade noriem ISO radu 9000. Tieto zmienky s\u00favisia predov\u0161etk\u00fdm s \u010dlenstvom Slovenska v Eur\u00f3pskej \u00fanii a jej jednotn\u00fdm Eur\u00f3pskym trhom.<br \/>\nNa zavedenie syst\u00e9mu mana\u017e\u00e9rstva kvality pod\u013ea noriem radu ISO 9000 v cestovnom ruchu existuj\u00fa r\u00f4zne n\u00e1zory. Za pr\u00ednosy sa pova\u017euje, \u017ee v podniku alebo cie\u013eovom mieste sa zavedie poriadok do v\u0161etk\u00fdch procesov a \u010dinnost\u00ed, ur\u010d\u00ed sa zodpovednos\u0165 za \u010dinnosti a viac sa za\u010dn\u00fa sledova\u0165 n\u00e1klady spojen\u00e9 s jednotliv\u00fdmi \u010dinnos\u0165ami. Za nedostatky sa pova\u017euje n\u00e1ro\u010dn\u00e9 riadenie dokument\u00e1cie. Hovor\u00ed sa o tom, \u017ee pracovn\u00edci venuj\u00fa viac pozornosti vedeniu agendy, ako pr\u00e1ci. Za \u010fal\u0161\u00ed nedostatok sa pova\u017euje finan\u010dn\u00e1 situ\u00e1cia.<\/p>\n<h2>Mana\u017ement kvality cie\u013eov\u00e9ho miesta<\/h2>\n<p>Koncepcie syst\u00e9mov mana\u017e\u00e9rstva kvality je mo\u017en\u00e9 uplatni\u0165 v cie\u013eov\u00fdch miestach cestovn\u00e9ho ruchu. Pri zav\u00e1dzan\u00ed kvality v cie\u013eovom mieste je potrebn\u00e9 bra\u0165 do \u00favahy osobitosti, ktor\u00fdmi s\u00fa viacer\u00e9 zainteresovan\u00e9 skupiny a kvalita m\u00e1 viac zlo\u017eiek.<br \/>\n\u0160tandardy vybavenosti a slu\u017eieb ako mana\u017e\u00e9rstva kvality v cie\u013eovom mieste sa zameriavaj\u00fa len na kvalitu jednotliv\u00fdch slu\u017eieb, nie na produkt cie\u013eov\u00e9ho miesta ako celok. \u0160tandardy sa ani nepova\u017euj\u00fa za ucelen\u00fd syst\u00e9m mana\u017e\u00e9rstva kvality, sk\u00f4r sa odpor\u00fa\u010da ich pou\u017eitie v syst\u00e9me kvality.<\/p>\n<h2>Zav\u00e1dzanie syst\u00e9mu mana\u017e\u00e9rstva kvality v cie\u013eovom mieste<\/h2>\n<p>Najmenej sk\u00fasenost\u00ed v cie\u013eov\u00fdch miestach je so zav\u00e1dzan\u00edm mana\u017e\u00e9rstva kvality pod\u013ea noriem ISO radu 9000. Existuj\u00fa dve mo\u017enosti.<br \/>\nPrvou mo\u017enos\u0165ou je zavedenie a certifik\u00e1cia syst\u00e9mu mana\u017e\u00e9rstva kvality v mana\u017e\u00e9rskej organiz\u00e1cii v stredisku, ktor\u00e1 by in\u00e9 subjekty v stredisku pova\u017eovala za \u010fal\u0161ie zainteresovan\u00e9 strany. Toto rie\u0161enie znamen\u00e1, \u017ee syst\u00e9m mana\u017e\u00e9rstva kvality bude fungova\u0165 v zdru\u017een\u00ed cestovn\u00e9ho ruchu, ktor\u00e9 sa bude sna\u017ei\u0165 do svojho \u00fasilia zapoji\u0165 ostatn\u00fdch. Druhou mo\u017enos\u0165ou je podnietenie \u010do najv\u00e4\u010d\u0161ieho po\u010dtu subjektov v stredisku cestovn\u00e9ho ruchu, aby zaviedli a certifikovali syst\u00e9m mana\u017e\u00e9rstva kvality na z\u00e1klade normy. V tomto pr\u00edpade treba po\u010d\u00edta\u0165 s t\u00fdm, \u017ee ur\u010dit\u00e1 \u010das\u0165 podnikov a in\u0161tit\u00faci\u00ed v stredisku odmietne ich zavedenie. Syst\u00e9m kvality v stredisku by sa t\u00fdmto sp\u00f4sobom rozdrobil, a tak by bolo n\u00e1ro\u010dn\u00e9 dosahova\u0165 spolo\u010densk\u00e9 kvality v stredisku ako celku.<br \/>\nExistuje aj mo\u017enos\u0165 kombin\u00e1cie t\u00fdchto pr\u00edstupov, t.j. zavedenia syst\u00e9mu mana\u017e\u00e9rstva kvality pod\u013ea normy ISO v zdru\u017een\u00ed cestovn\u00e9ho ruchu, ktor\u00e9 bude potom podporova\u0165 zav\u00e1dzanie syst\u00e9mu aj na ni\u017e\u0161\u00edch \u00farovniach organiz\u00e1cie cestovn\u00e9ho ruchu v stredisku. Pritom je ot\u00e1zne, \u010di by n\u00e1klady spojen\u00e9 s t\u00fdmto komplikovan\u00fdm zav\u00e1dzan\u00edm a certifik\u00e1ciou syst\u00e9mov mana\u017e\u00e9rstva kvality v stredisku neboli vysok\u00e9 a neod\u010derpali by zdroje pou\u017eite\u013en\u00e9 na rozvoj strediska z h\u013eadiska kvality produktu, napr. moderniz\u00e1ciu a roz\u0161\u00edrenie infra\u0161trukt\u00fary cestovn\u00e9ho ruchu.<br \/>\nNa z\u00e1klade koncepcie komplexn\u00e9ho mana\u017e\u00e9rstva kvality je mo\u017en\u00e9 zavies\u0165 v cie\u013eovom mieste ucelen\u00fd syst\u00e9m kvality, ktor\u00fd zapoj\u00ed zainteresovan\u00e9 strany na rozvoji cestovn\u00e9ho ruchu a integruje v\u0161etky zlo\u017eky kvality strediska cestovn\u00e9ho ruchu vr\u00e1tane \u017eivotn\u00e9ho prostredia, preto\u017ee zd\u00f4raz\u0148uje spolo\u010densk\u00e9 aspekty mana\u017e\u00e9rstva kvality.<br \/>\nD\u00f4le\u017eit\u00e9 je vybudovanie povedomia kvality v cie\u013eovom mieste. Ka\u017ed\u00fd podnikate\u013e si mus\u00ed uvedomi\u0165, \u017ee profituje aj z kvality slu\u017eieb ostatn\u00fdch podnikate\u013eov a verejn\u00fdch slu\u017eieb. S cie\u013eom presadi\u0165 kvalitu v cie\u013eovom mieste je nevyhnutn\u00e9:<\/p>\n<ul>\n<li>ur\u010di\u0165 ciele kvality, ktor\u00e9 si mus\u00ed osvoji\u0165 podnikate\u013esk\u00e1 sf\u00e9ra, verejn\u00fd sektor a miestne obyvate\u013estvo,<\/li>\n<li>ur\u010di\u0165 osobu zodpovedn\u00fa za kvalitu v cie\u013eovom mieste,<\/li>\n<li>pozornos\u0165 venova\u0165 kvalite \u013eudsk\u00fdch zdrojov,<\/li>\n<li>pozornos\u0165 venova\u0165 inov\u00e1ci\u00e1m slu\u017eieb, uskuto\u010d\u0148ova\u0165 audity kvality a neust\u00e1le zlep\u0161ova\u0165 poskytovanie slu\u017eieb,<\/li>\n<li>zabezpe\u010di\u0165, aby ka\u017ed\u00fd \u010dlen zdru\u017eenia cestovn\u00e9ho ruchu bol od za\u010diatku akt\u00edvny a anga\u017eoval sa za kvalitu,<\/li>\n<li>zapoji\u0165 do hnutia kvalitu \u010do najviac podnikate\u013eov a rozv\u00edja\u0165 vlastn\u00fa kult\u00faru kvality,<\/li>\n<li>vyu\u017ei\u0165 Radu kvality na podnietenie aktivity v prospech kvality v cie\u013eovom mieste a extern\u00fdch poradcov pou\u017ei\u0165 len ako dod\u00e1vate\u013eov my\u0161lienok,<\/li>\n<li>podnecova\u0165 z\u00e1\u017eitok z \u00faspechu a pritom re\u0161pektova\u0165 \u0161t\u00edhly mana\u017ement, obmedzova\u0165 rast n\u00e1kladov, re\u0161pektova\u0165 ochranu \u017eivotn\u00e9ho prostredia, pr\u00edrodn\u00e9ho a kult\u00farneho dedi\u010dstva.<\/li>\n<\/ul>\n<h2>Postup pri certifik\u00e1cii syst\u00e9mu mana\u017e\u00e9rstva kvality<\/h2>\n<p>Po zaveden\u00ed syst\u00e9mu kvality pod\u013ea normy je mo\u017en\u00e9 z\u00edska\u0165 certifik\u00e1t kvality. Certifik\u00e1ciu syst\u00e9mov mana\u017e\u00e9rstva kvality pod\u013ea tejto normy vykon\u00e1vaj\u00fa certifika\u010dn\u00e9 organiz\u00e1cie, ktor\u00e9 maj\u00fa na t\u00fato \u010dinnos\u0165 akredit\u00e1ciu. Niektor\u00e9 pon\u00fakaj\u00fa len n\u00e1rodn\u00fa, in\u00e9 aj medzin\u00e1rodne uzn\u00e1van\u00fa certifik\u00e1ciu. Certifik\u00e1cia m\u00e1 dve f\u00e1zy. V prvej f\u00e1ze sa vykon\u00e1 predcertifika\u010dn\u00fd audit, ktor\u00fd m\u00f4\u017ee vykona\u0165 aj poradensk\u00e1 organiz\u00e1cia. M\u00e1 otestova\u0165 pripravenos\u0165 z\u00edska\u0165 certifik\u00e1t kvality. V druhej f\u00e1ze sa prist\u00fapi k certifika\u010dn\u00e9mu auditu, ktor\u00fd mus\u00ed vykona\u0165 u\u017e certifika\u010dn\u00fd org\u00e1n. Pri audite sa sk\u00fama prim\u00e1rne zhoda syst\u00e9mu kvality s po\u017eiadavkami normy. Certifik\u00e1t je platn\u00e1 3 roky, pri\u010dom sa raz ro\u010dne mus\u00ed vykon\u00e1va\u0165 intern\u00fd audit a po troch rokoch je mo\u017en\u00e9 certifik\u00e1t obnovi\u0165.<br \/>\nNa syst\u00e9m mana\u017e\u00e9rstva kvality sa klad\u00fa po\u017eiadavky ( STN EN ISO 9001:2001):<\/p>\n<ul>\n<li>Identifikova\u0165 procesy v cie\u013eovom mieste<\/li>\n<li>Ur\u010di\u0165 postupnos\u0165 a interakciu procesov<\/li>\n<li>Ur\u010di\u0165 krit\u00e9ri\u00e1 a met\u00f3dy potrebn\u00e9 na zabezpe\u010denie efekt\u00edvneho prev\u00e1dzkovania a riadenia procesov<\/li>\n<li>Zabezpe\u010di\u0165 dostupnos\u0165 zdrojov na prev\u00e1dzkovanie a monitorovania procesov<\/li>\n<li>Monitorova\u0165, mera\u0165 a analyzova\u0165 procesy<\/li>\n<li>Zavies\u0165 \u010dinnosti nevyhnutn\u00e9 na dosiahnutie pl\u00e1novan\u00fdch v\u00fdsledkov a trval\u00e9ho zlep\u0161ovania procesov.<\/li>\n<\/ul>\n<p>Syst\u00e9m mana\u017e\u00e9rstva kvality zaveden\u00fd pod\u013ea noriem ISO radu 9000 m\u00f4\u017ee \u00faspe\u0161ne fungova\u0165 iba vtedy, ak je cie\u013eov\u00e9 miesto skuto\u010dne presved\u010den\u00e9 o jeho potrebe. Nie je dobr\u00e9, ak sa zavedie a certifikuje syst\u00e9m mana\u017e\u00e9rstva kvality len preto, lebo to po\u017eaduje legislat\u00edva alebo obchodn\u00fd partner. Tak\u00e9to zmeny ved\u00fa k tomu, \u017ee syst\u00e9m mana\u017e\u00e9rstva kvality existuje na papieri, ale v skuto\u010dnosti to nefunguje.<\/p>\n<h2>Meranie kvality cie\u013eov\u00fdch miest<\/h2>\n<p>Na meranie kvality jednotliv\u00fdch slu\u017eieb a re\u0165aze slu\u017eieb je potrebn\u00e9 vytvori\u0165 syst\u00e9m ukazovate\u013eov, na z\u00e1klade ktor\u00fdch m\u00f4\u017ee mana\u017ement cie\u013eov\u00e9ho miesta kontrolova\u0165 a zlep\u0161ova\u0165 kvalitu produktu a kvalitu mana\u017e\u00e9rskych miest. Ukazovatele kvality sa rozde\u013euj\u00fa na:<\/p>\n<ul>\n<li>subjekt\u00edvne ukazovatele kvality \u2013 ukazuj\u00fa \u00farove\u0148 spokojnosti n\u00e1v\u0161tevn\u00edkov, miestnych podnikate\u013eov cestovn\u00e9ho ruchu a odbornej verejnosti,<\/li>\n<li>ukazovatele mana\u017e\u00e9rstva kvality \u2013 hodnotia kvalitu komunik\u00e1cie medzi mana\u017ementom cie\u013eov\u00e9ho miesta a ostatn\u00fdmi subjektmi,<\/li>\n<li>objekt\u00edvne ukazovatele kvality \u2013 dop\u013a\u0148aj\u00fa ukazovatele vn\u00edmania kvality a pou\u017e\u00edvaj\u00fa sa objekt\u00edvne met\u00f3dy merania kvality<\/li>\n<\/ul>\n<p>V cestovnom ruchu sa uplat\u0148uj\u00fa tri koncepcie kvality, medzi ktor\u00e9 patria \u0161tandardy vybavenosti a slu\u017eieb, koncepcia pod\u013ea noriem ISO radu 9000 a komplexn\u00e9 mana\u017e\u00e9rstvo kvality. Za pr\u00ednosy zav\u00e1dzania kvality v cie\u013eovom mieste sa pova\u017euje zavedenie poriadku do v\u0161etk\u00fdch procesov a \u010dinnost\u00ed, ur\u010denie zodpovednosti za \u010dinnosti.
